One City, Two Counties, and the Line Runs North to South

Fort Oglethorpe is in Catoosa County and Walker County at the same time, and the split is nowhere near even. Of the 2020 population inside the limits, about 10,065 people and 4,800 housing units fall on the Catoosa side. The Walker side holds about 358 people and 109 housing units. The county line runs roughly north and south through the west end of the city, and west of it the land is mostly park, ridge, and creek bottom rather than subdivisions.

For a property owner the practical version is simple. Two addresses a couple of miles apart, both legitimately Fort Oglethorpe, can sit on completely different ground: developed blocks with pavement and roof upstream of them on one side, open bottom with a creek in it on the other. So the useful question is never what the city is called. It is what is uphill of your particular lot and where the water leaves it.

Half of This City Is Sitting on the Same Clay

The soil survey is unusually blunt about Fort Oglethorpe. Lyerly silty clay loam on 2 to 6 percent slopes is the single most common map unit under the city and covers roughly a quarter of it by itself. Add Lyerly on 6 to 10 percent slopes, a Lyerly and rock outcrop complex, and a Lyerly and urban land complex, and something close to half the city is on one soil series.

Lyerly is a clay weathered off limestone, and it is rated in hydrologic group D, the slowest class the survey has for accepting water. Clay like that swells when it takes on moisture and shrinks back when it dries, and it does that over and over, season after season. That is the mechanism behind a great many of the complaints in this town: doors that stick in one part of the year, a patio corner that keeps dropping, a driveway edge that lifts, a fence line that goes out of plumb. It is not one dramatic failure. It is a slow argument between wet and dry that the house is standing in the middle of.

The way you fight it is with moisture, not with mass. Keeping water from ponding against a foundation, and keeping it from repeatedly soaking one side of a slab while the other side bakes, is more useful than any amount of dirt piled on top. Down in that bottom the soil map changes completely. It maps Tupelo silt loam on the near level ground in two versions, one rarely flooded and one frequently flooded, and Chenneby silt loam as occasionally flooded. Tupelo and Chenneby are both somewhat poorly drained. Between the low ground at about 676 feet and the high shoulders near 896, this city has enough fall to move water but not much of it in any one place, so the bottom holds what the slopes send down.

Any project near that creek runs on a calendar as much as on a plan. Bottom ground stays soft for a long stretch of the year, and a machine that leaves no mark on it in August will rut it badly in February. It is also the wrong place to solve a drainage problem by pushing water downhill, because down there the hill has run out. Grading and site prep near the bottom means catching water before it arrives and setting a pad high enough to stay out of the argument.
